Lack of Cultural Heritage Preservation, San Pedro Masahuat, El Salvador.

Built cultural heritage in El Salvador by law cannot be demolished just like that...however, often owners of historical buildings lack the funds and/or the appreciation for their property of "historical/cultural value". Instead of undertaking required preservation measures and maintenance they let such buildings fall apart.

What are practical incentives and/or good initiatives to prevent this from happening?
